Highland Village’s aptly named third-story eatery, Up Restaurant, was the place to sit, stay and donate when Mayor Annise Parker introduced guests to the Houston BARC Foundation’s founding board of directors. HBF is a private fund-raising organization dedicated to caring for and ultimately preventing homeless animals through spay and neuter programs and pet/owner counseling, among other life-saving BARC initiatives. Pet promoters: Susan and Dan Boggio, Patti and Don Murphy, Brian Teichman, Bobbie Nau, Don Sanders, Elizabeth and Gary Petersen, Carolyn and Paul Mann, and Charlotte Hill.
