What

The “qualified author” mentioned in that quote is Council speaker Dr. Robert H. Latiff, a retired U.S. Air Force major general who has a history with war and a eye on its future.


He’s seen firsthand what goes into “Preparing for the New Global Battlefield.”

When he retired from the Air Force in 2006, he was assigned to the National Reconnaissance Office, serving as Director for Advanced Systems and Technology and Deputy Director for Systems Engineering. He previously was Vice Commander, USAF Electronic Systems Center; Commander of the NORAD Cheyenne Mountain Operations Center; and Program Director for the Air Force E-8 JSTARS (Joint Surveillance and Attack) aircraft.
 It is no surprise that his areas of expertise are “technologies to support the U.S. intelligence community, such as data mining and an advanced analytics.”


In civilian life, he is the author of Future War, an examination of the possibilities and responsibilities of the American military and the American citizens.

A summary says he “maps out the changing ways of war and the weapons technologies we will use to fight them… He also recognizes that the fortunes of a nation are inextricably linked with its national defense, and how its citizens understand the importance of when, how, and according to what rules we fight. What will war mean to the average American?”

Dr. Latiff’s military history includes service in the U.S. Army infantry and ordinance corps. He commanded an Army tactical nuclear weapons unit. 
He also was an assistant professor of Engineering at West Point. After transferring to the Air Force, he served on the staffs of U.S. Air Force Headquarters and the Secretary of the Air Force. He’s a recipient of the National Intelligence Distinguished Service Medal and the Air Force Distinguished Service Medal. 
At Notre Dame, Dr. Latiff earned a B.S. in Physics, a Master’s of Science in Materials Science and his Ph.D. in Materials Science.
